The Bulgarian Government is maintaining '10,000 destituto refugees from Thrace arid 150,000 from Macedonia. Meanwhile, pending a settlement of tho respectivo claims against Turkey 40,000 Turkish prisoners in Bulgaria and SO,OOO in Greece aro not to bo liberated lost they should strengthen Envoi- Bey's forces. Constantinople, August 28. Tho Turkish Government will shortly submit to the Powers and Bulgaria, definite proposals regarding tho frontier , qiiostion. I INQUIRY INTO THE ATROCITIES. (Rec. August 28, 11.20 p.m.) 1 Sofia, August 28. The Bulgarian Ministry has published somo letters found on Greek soldiers at Itazlog. These state of the Bulgarian •' massacre: "Wo burn all the Bulgarian villages, and massacre all who fall into our hands. Indescribable scenes aro occurring,—wo thrust out tho eyes of five living Bulgarians." One of the writers says: "I ordered tho. iconduct of sixteen prisoners to beadquarters. The American and German members of the International Commission, organised by tho Carnegie Fund to inquire ■ regarding'the Balkan atrocities, declined to. act. Sorvia has declined to re- : cognise the Commission because tho Russian delegate refuses to withdraw.
