Tho naval question, says the "Herald," involves issues so vast that almost any sacrifice would be justified in order to reach tho right solution of tho problem, and unless some plan is applied for all the oversea Dominions an era of chaos is likely to continue. "It is inevitable that tho naval policy for somo timo to como will continue to bo a party question in Canada."
