The "Times," in a leading article on the subject of "Co-operation," says: "Tile poor middleman becomes a common 'cock-shy,' but ho really is indispensable. Proof of this is that whenever lie is eliminated he immediately reappears in a different form. Doubtless thoro aro unnecessary middlemen, but they can be dispensed with bv improved co-operation, which is precisely tho function of distributive co-operation."
