Count Hayashi states that Germany suggested an English-Japanose-German Allianco in. 1901) allt J that tho Marquis of Salisbury favoured it, but that Japan objected to' Germany, evidently mistrusting the latter, owing to her connection with tho Shimonoseki Treaty, by v/liich Japan felt she had been robbed of tho fruits of victory. It was Count Eckardstein, German Charge d'Affaires in London, who suggested the alliance. Count Hayashi said the German nation was much anti-Britasli, but that the Government was not so. _ Count Hayashi told the Marquis of Lansdowno that Japan's and Britain s interests in .Cliina wot© identical, and that any other alliance would be detrimental. Lord Lansdowne, who was then British Foreign Secretary, apprehended difficulties, and desired the inclusion of Germany ; supposedly to checkmate Franco-Russian influence in the Far East.
