APPEAL TO DIAZ.
EX-PRESIDENT ASKED TO RETURN. By'Telegraph—Press Association—Copyright (Itec. August 27, 0.10 a.m.) Mexico City, August 26. It is> reported' that the Administration, with tlhe general consent, has summoned ex-Presidelit Diaz to return from exile and restore order. This is considered to be the only : practical solution of the prevailing anarchy^ Mr. Lind, President Wilson's special envoy to Mexico, has departed. His mission was fruitless. It is understood that Mr. Wilson, in a Message to Congress, intends to' recommend a policy of non-interference in Mexican affairs, coupled with nonrecognition of Huerta. The Message .will show that the United States is anxious to demonstrate to the world that she is desirous of forestalling any pressure foreign Governments are likely to exercise, with the object of inducing American intervention.
