Senator Penroso lias introduced in tho Senate'a resolution authorising the President to dispatch troops to Mexico to protect American lives and interests, such stop being decreed by the Senate as being in no way. an unfriendly oct towards Mexico, j Opponents of tho resolution point out that General Huerta's attitude hitherto has given every indication that it would bo vain to hopo or expect Huerta to regard such action as friendly. , De.mocratio members of tlip Houso of Representatives sought to pass a voto of oonfidenco in tho President's Mexican polioy, but tho caucus decided not to embarrass the Administration at present, and tho motion was therefore dropped.
