A FEW NEW CLAUSES. The 13ill which the-Government are introducing to amend the Counties Act wascirculated last night. ill tho new Bill a procedure is proposed for tho alteration of tho boundaries of comities, and it is also suggested that a county may consist of a maximum number of twelve ridings instead of nine. The county electors' roll is to be prepared 011 or before July 22 in every year when a general election of councillors, is to be held, instea\l of April 22. Provisions aro' inserted to permit of objection being taken to tho enrolment of any persons 011 proper grounds' shown, and for the disposing of bucli objections. Tho corrected roll will-come into force on November 1. It is permitted to a county council to vote to the chairman a lump sum of .£2OO (instead of .MOO) per year in lieu .of travelling expenses. Several new provisions relating to drainage works mid i.lio lowing of rates therefor are in tho Bill, and also there are new provisions to enable comities to borrow money for tlio acquisition or construction but not the maintenance, of harbour works. Counties are empowered certain restrictions to supply eleei rio light mki power tc tho inhabitants of the county.
