"The Times" says that the Government is extremely ill-advised in refusing to participate in the Panama Exhibition. ,"It is always annoying," says that journal, "to bo obliged to acknowledge a mistake, but we 'credit our rulers with statesmanship enough to make good a blunder when they understand that one has been made."
