Lord Dunraven in a letter, urges that a conference of Liberals, Unionists, and Nationalists should formulate a scheme of Home Rule for Ireland for subsequent submission to tho electors. He insists tbat the shelving of the present measure would not alter tho problem,.which must bo solved.
