Lord Hugh Cecil, in a letter to the "Times," remarks that the Chancellor of tho Exchequer (Mr. Lloyd-George—"that petrel with a taste for a flutter"—complains of having to Bubmit Bills to the House'' of Lords. "It is carrying impudence to tho borders of mendacity," declares tho writer, "for the Government to complain of the Constitution they havo mutilated and resolutely refused to reform. It is moro than con bo borno, oven from a fluttering petrel eager for hurricanes."
