The Ambassadors' Conference has recommended the Powers to grant Montenegro a loan of ,£1,200,000 to assist the irrigation works on Lake Scutari, in consideration of tho Montenegrin troops evacuating Albania. Informal disoussions amongst tho delegates preceded the meeting of the Peace Conference Tho chief obstacle to an early settlement is Greece's determination to secure Kavala (a seaport on the Aegean Sea). Bulgaria contends that Kavala is the natural port of Thrace, but Greece insists that Dedeagatdi is ThracoV port.
Tho Bulgarians announce that they propose to construct a railway connecting Drama (capital of tho province of Drama) with Kavala, hoping thus to gain Enmania's support.
Austria, Russia', and Italy support Bui. garia'a claim.
