Speaking in the Houses of Lords, Lord Curzon called Attention to tho position of Persia, south of which was given up to rapino and disorder. The British policy of "doles," bo said, was deplorable. Great Britain was practically financing the south by paying its civil anil military officers. Lord Moriey (Lord President of tho Council), in reply, said Lord Curran's picture was unnecessarily gloomy. Tho position of affairs in Persia had not deteriorated sinco tho Anglo-Russian Convention.
