"Tile Government, conscious of its guilt ind tho enormity oi' its offence, and realisng tho streugtn of the wave of iudiguaion sweeping over tho nation as the ■ liroct result of its criminal deeds and tho ricked betrayal of trust reposed in it, ind perceiving that it is liitely to lead o its downfall, suddenly and unconstituionally concluded the lean for .£25,000,000 rith the Quintuple Group despite'the vig>rou9 protests of tlie representatives of ;he nation now assembled in Peking. "This high-handed and unconstitutional action of the Government instantly accentuated tho intense indignation which lad been , caused by the foul murder of jung Cliiao-jcn, so that at the present ime the fury of the people is worked up ;•> whito heat, and a terrible convulsion ipp?ars almost inevitable. "If the Peking Government is kept witli>ut funds there is a prospect of a comiroinise between it and the people being iffected, while tho immediate effect of a iberal supply of money will probably bo he precipitation of a terrible and disas;rous conflict. ' "In the nnmo of and for the sake of lumanity, which civilisation holds sacred, therefore anpeal to you to exert your nfluence with the view of preventing jankers from providing tho Peking Government with funds which at tins.juncture will assuredly be utilised as the ;incws "SUN YAT SEN."
