By Telegraph—Press Association---Copyright Washington, July 27. The discovery that tho proposal by Mr. W. J. Bryan, Secretary for s>tate, to form a protectorate over Nicaragua would lead to the prohibition of Nicaragua joining the other Central American States in forming a single Republic has caused an alteration of Mr. Bryan's scheme. Tho Foreign Relations Committee has accordingly arranged to modify the treaty to allow Nicaragua to join the other Republics when it is so desired.
