"The Times," referring to the ceremony in connection witli tlio laying of the foundation stono of tho Commonwealth Buildings, says: "It is rather more than twelve years since tho King, as Dulce of York, opened at Melbourne the first Parliament of the Commonwealth. During all that time the new Dominion has prospered more 'and more abundantly, and in the process has impressed itself, with a new and welcome force, upon the common life of the British world."
