As a result of the Mexican rebels' capture of Taxapun, the British Consulato has appealed for help, and the United States battleship Louisiana has left Vera Cruz at lull speed. Mexico City, July 23. A mob tore down the British and American flags and flagpoles and trampled on thorn, simultaneously hoisting tho Japanese flag, and marching; through the streets behind it, cheering Japan. A mob visited President Huerta's palace. The President refused to receive them. Extensive demonstrations have been arranged 111 honour of the new Japanese Minister's arrival. (Rec. July 25, 0.20 a.m.) Washington, July 23. A demonstration, held to welcome the Japanese Minister on his arrival at Mexico City passed without incident. The police were ordered to strictly suppress any anti-American or anti-Englisli demonstrations. President Wilson has refused to consider a suggestion to abrogate the neutrality laws in order to allow of the importation of arms into Mexico, with tlic ultimate object of allowing the rival factions to fight to a finish.
