» KECONSITITUTION PROPOSALS; [Contributed, j In connection with the referendum proposals relating to the reconstitution of tlio New Zealand University, address by the Senate to the graduates (a copy of which was published in The Dominion yesterday), the following scheme of reconstitution has been submitted by a contributor, who suggests:— That tlio University bodies to be set up consist of ' the Senate, the Advisory Board, nnd tlio Court of Convocation.
Tlio Senate (twenty-throe members):—(l) The Chancellor (appointed by Senate from 'among its members); (2) the Vice-Chancel-lor (appointed by Senate from those elected under 3 and 4); (3) eight members, appointed by the governing bodies of the affiliated institutions, two by each; (4) six members, appointed by the Advisory Board; (5) six members, appointed by tho Court of Convocation; ((i) three members, appointed by the Governor-m-Council. To meet every year as at present. The Advisory Board (twenty-one members):—(l) The Vice-Chancellor of tlio University (chairman); (2) sixteen members, appointed by tho professorial boards of the affiliated colleges, four by each; (3) four members, appointed by tho governing bodies of the affiliated colleges, one bv each. To meet every other year, in November. The Court of Convocation (twenty-one members)(l) Tho Vice-Chancellor of the University (chairman); (2) sixteen members, appointed by general convocation from its'members; (3) four members, appointed by tho four district convocations, one by each. . To meet every three years. , ~ The Senate would deal with and decide all matters recommended by tlio Advisory Board or by the Coiirt of Convocation, provided that the Advisory Board endorses recommendations from the Court of Convocation. No course of -studies would be decided by the Senate which has not been considered by the Advisory Board. The Advisory Boatfl would recommend to the Senate changes in syllabuses, make suggestions in regard to organisation nnd administration, and receive and deal with all matters remitted by the Court of Convocation. •< The Court of Convocation would make suggestions to the Senate, on any matters, through the Advisory Board. It is further suggested that convocation be divided into two bodies:—(a) General convocation, consisting only of Masters and Doctors, and Bachelors of five years standing; (b) district convocations, consisting of all graduates in the respective University districts. It will be seen that this scheme provides :—(1) That both the Advisory Board and the Court of Convocation are represented on the Senate; (2) that the ViceChancellor of the University; is a member of each body; (3) that tho governing bodies of the affiliated colleges have representation on the Senate 'and on the Advisory Board; and (4) that the Government would nominate to Senate only.
