The City Council was last month devising ordinances compelling street vehicles to use noiseless tyres, tradesmen calling at houses to usa noiseless heels, motor-cars to be muffled, hawkers to cease yelling, and oven roosters must forego crowing. It was the last reform which created most agitation. The roosters in suburban Chicago are as great a nuisance as phonographs in the city itself. How should the City Council prevent tho crowing effectively but mercifully? Two plans are being considered; one to isolate roosters "in boxes which prevent, the birds extending their necks," and another to remove one .of the bird's vocal chords. The latter plan is considered the most scientific. Tho removal, it. is said, ean be performed painlessly, and henceforth a soft and rather pleasing whistle replaces the roostei-'s morning crow. Chicago without noise and with its morals perfected on tho lines of the report latelv presented by the Vice Commission, mav shortly become the worthy capital of America's. Middlo West.
