Workmen who had once vied with others in the amount-and quality of the work they could do, were now taught to restrain their efforts to the level of the least efficient of them, while at the same time there was a perpetual demand for less work, fewer hours, and more pay. He left convinced that no law would over stop strikes—the industrial law was only observed by both sides as it suited them.
