'•ffhaLegislativo Council sat at 2.30 p.m. A PRIVATE BILL. The Hon. 0. SAMUEL presented a petition, -with a Bill attached, to declare the interest taken by the children in tho will )f the late Duncan M'Dougall, sometime > farmer nt Porirua. The Bill was introduced and read a first time, QUESTIONS. The Hon. Dr. COLLINS gave notice that he would movo: "That this Council .views with anxiety the number of cases of smallpox in Sydney, and respectfully asks the Government to enforce tho provisions of the Public Health Act, 1908, in regard to vaccination/' The Hon. Dr. COLLINS gave notice to tesk the Government whether they would make inquiries into tho working of the •Prisoners' Detention Act of ICOS in New South Wales, and whether, if the legislation had worked satisfactorily, they would consider the advisability of - introducing similar legislation here. The Hon. W. EARNSHAW withdrew Uis question asking for a Commission of Inquiry concerning tho working conditions in mines, foi; tho reason that ho had learned that the question had already been met'by Parliament, and that the results of an inquiry by a Royal Commission were in the appendices of last year. MORE BANK NOTES: The Hon. O. SAMUEL moved the second leading of the Commercial Bank of Australia (Ltd.) Bill. He explained that the purposo of the Bill was to enable this Dank established in New Zealand comparatively recently, to issue notes. He stated also that the Bill contained no provisions | outside of those incorporated in the legislation permitting other banks to issue Botes. ! The Hon. C. H. Mills seconded the motion, and tho second reading was carried Da the .voices. - THE ELECTIVE BILL. The Hon. H. D. BELL said that Jie understood it would be inconvenient for the Council to sit that evening, and ho therefore would suggest that tho debate might bo concluded on tho following day. If it should end at, say, 3.30 p.m. on Wednesday, the address would be presented forthwith to his Excellency. If notj it might be necessary to ask a quorum to ittend on Thursday, in order that tho address might be presented. After that ho proposed that the Council should adjourn flntil Thursday week; On Wednesday, before tho adjournment, he would bring in the Legislative' Council Bill, and copies of the Bill would bp circulated among members tho same evening, in order that they might have tho Bill in their possession during the adjournment.
