THE HOUSE.

: The House of Representatives met at 2.30' p.m. ;Mr. A. ;.H. HINDMARSH (Wellington South)', gave notice that ho would ask leave to introduoe the Distress Limitation Bill. On the motion of the Prime Minister, one week's leave of absence wag granted to Mr. E. H. Clark (Chalmers) on' account of illness. The ■ Commercial Trusts Amendment Bill (Mr'.' Payne) was read a first time. RETIRING MESSENGERS, Mr. H. ATMORE (Nelson) asked whether the Government would grant a small sum of money to such of tho elderly me'ssaigers, recently discharged from the sorvice of the House, who oame to Wellington in full anticipation of carrying on their accustomed duties.

The PRIME MINISTER said that tho proposal had been already agreed to by Cabinet. If the House agreed, the amount of money spent by the messengers in question in coming to Wellington and going back would be refunded. CHAIRMAN OF COMMITTEES. MR. MALCOLM ELECTED UNOPPOSED. The PRIME MINISTER, in moving that Mr. 'Malcolm bo appointed Chairman of Committees, said that there was quite an unusual number of private Bills coming forward this session, and it was necessary that tbo Chairman of Committees should bo appointed at once. Ho thought it unnecessary to enlarge upon tho qualifications of Mr. Malcolm for the position. Ho had been in the House for eight years, and the manner in which, on several occasions during tho previous session, he had temporarily carried out tho duties of Chairman had shown that ho possessed a. very good knowledge of the forms of tho House, and would mako a capable and impartial Chairman.

There wiu» no other nomination, and tho Speaker (a'.nidst applause) deolared Mr. Malcolm olected.

Mr. MALCOLM, on being called in and informed of his election, tendered his siucorc thanks to members for the trust reposed in him. Ho was especially gratified at being appointed with tho goodwill of members on both sides of tho House. Ho would endeavour to discharge his new duties with absolute impartiality and tho utmost fairness.
