THE COUNCIL.

The Legislative Council met at 2.30 p.m. The Hon. O. SAMUEL asked for permission to introduce a Private Bill enabling the Commercial Bank of Australia to issue notes in New Zealand. Jyeflve. wns granted and the Bill was read a first time. The Hon. 11. D. BELL tabled a return'- showing the dates of ■ all members of the Council from -1851 to 1912, the iates on which their seats _ became vacant, the' periods during which members had sat in the House of Representatives and particulars <Jf all official positions which lmd been filled by members of the Council.'- Mr. Bell-said that he had promised the "Council that such a return should be furnished, but thought that the Council had intended that it should include particulars of the service of members as Ministers of the Crown. This information was not given, but would be furnished in a supplementary Teturn' if the Council desired it. The Hon. J. E. JENKINSON agreed that tho return should include Ministerial positions held by members of 'the Council. In moving for tho return he had been actuated by a desire to. procure a Parliamentary and political'history of the members who had sat in the Council in times past. He thanked the Minister for obtaining the Telurti. , The Hon. H. I). Bell referred to the distinction of C'.M.G., which had been sonferred upon the Clerk of the Coun-' jil and the Clerk of Parliament (Mr. L. Stowe) since tho Council last. met. (Applause.) Mr. Stowe had been for over 4". years Clerk of the Council, and fori nearly a quarter of a century Clerk also of They all felt that the Order was distinguished when such men as Mr. fitowu were added to Its list. The Minister's remarks- wero seconded by the Hon. "VV. F. C. Carncross, the Hon. J. E. Jenkinson, and the Hon. R. A. loughnan, all of whom heartily congratulated Mr. Stowe.
