SETTLEMENT OF DIFFERENCES. By Telegraph—PreEs Association— Copyright (Reo. June 26, 9.30 p.m.) Washington, June 25. The Colombian Minister has submitted an undisclosed statement announcing the basis upon which tho Republic of Colombia would bo ready to resume negotiations with tho United States for a settlement of the olaims arising from separation of the Republic of Panama. The United States has already refused to arbitrate upon the questions, but the Minister hopes that President Wilson'a Administration will be more amenable. In 1903 Panama proclaimed its independence of the Republic of Colombia, and this independence was expressed in tho Treaty, in 1909, to which the United States was a party, and in terms of which Panama agreed to pay to Colombia her share in the Colombian Publio Debt—£soo,ooo. This Treaty was not accepted by Colombia, which still refuses to recognise the Republic of Panama.
