Barthou (tho Premier) denied that the Bill was the outcomc of an agreement between the Tsar and the President last summer, but pledged his word that their ally was making! a parallel effort, so that both armies would be ready for all eventualities. This announcement created a tremendous sensation, and evoked enthusiastic cheers. M. Etienne (Minister for War) declared that tho present hour was a solemn one—the country's safety was at stake.
