NOVEL BELGIAN PLAN. Tho "Library Miscellany" gives the following Account of tin interesting scheme evolved by Belgium "in which her national virtue, thrift, is to be utilised for the spread of knowledge." A State library, to begin at 40,000 volumes, is being "sot up at Brussels, and all those, who'have money in the savings banks are entitled to borrow from it any book thev like upon checking a penny off their, savings bank books nt the nearest post office. Tho volume borrowed will bo sent free of charge by post, and may be kept a fortnight, whilo the usual guarantee is provided by the borrower's deposit. As Belgium has 1500 post offices, there I will bo practically ISOQ ctrculutiug ' branches of the library.
