The Special Committee which has been investigating the prevalence of native outrages upon white women, recommends: Closed instead of open compounds, with compulsory supervision of suitable area 9 to enable natives to lead the family life; Stricter enforcement of the liquor laws; Prohibition of miscegenation, (unions between blacks and whites).
