Tho ntrtv proposal is that' nil should jointly bo a burden of one big loan, which it is proposed to substitute for the thirty-two existing loans, thus saving. considerable oipense in administration, and ensuring better working' of tho borough finanoes. The new arrangomoht will' greatly improve the position of the suburbs in regard to rate liability, while imposing only a fractional extra liability on tho old ;portion of tho borough.
