APPOINTMENTS AND REFORM, PRESENT MEMBERSHIP. ■ Tho J.'rimo Minister informed a ra porter, who made inquiries on the sub ject, that tho prospective appointments to tho Legislative Council would probably bo annomic't'd in the Governor's Speech at the opening of Parliament. It is understood that the Government will reinl:! n' legislative Council Reform Bill during tho coming session, and that ii-M Ip f n l sllro '>o on tho lines of tho Bill of lust year, save that smaller electorates will bo proposed. Last year's proposal was lo elect the members of tho Council 011 the proportional representation system, caeh island forming an electorate. The Council threw out the Bill embodying this proposal, and also a subsequent" measure reducing the term of appointment to the Council from seven years lo three, Tho new Bill, it is stated, will propose _ to. constitute, a number of electorates in oach island. In view of tlieso pending developments, it is of interest to nolo the strength of the present Council, and the position of ite members ill regard to tho periods at which their terms of office will expire. The Council now consists of 36 members, of whom seven have been appointed for lifo and tho remainder, at different periods, for a term of seven years. Ono member (tho Hon. T. Kelly) will complete his term in October next, and fourteen members will complete their terms in 1914.
