BRITISH RAILWAY RATES. By Telegraph—Press Association—Copyright (R-ec. June 5, 10.45 p.m.) London, Juno 5. Thn Riglit Hon. W. Runciman, President of tlio Board of Education, speaking at Troubridge, said that the railway companies were not justified in raising tlioir rate 3 beyond covering the extra expanse arising from the settlement of the 1913 strike. Some ■unjustifiable increases, lie declared, had already been announced. The Railway Companies Bill which was introduced by the Asquith Government permits, inter alia, the railway companies to raise their rates, in conformity with a promiso to the effect that "the Government will propose to Parliament legislation providing that an increase in the cost of labour duo to an improvement of conditions for the staff would be a valid justification for a reasonable general increase of charges within the legal maxima if challenged under the Act of 1891."
