Sir Melville Macnaghten was Assistant Commissioner of the .Metropolitan Police, and was Chief of the Criminal Investigation Department fAm 1889 till 1903. lie was appointed to represent the Police on tho Hon. H. H. Atquitli's (now Prime Minister) Committee to inquire into tho identification, of criminals.
