By Telegraph—Press Association—Oopyrlihl (Rec. May 28, 9.15 p.in.) Ottawa, May 28. Tho Senate lias definitely decided to amend the Naval Bill (for contributing three ships to the . Navy at a cost of *£7,000,000) despite the Government's contention that tho Senate is unable to make amendments to the measure, as It is a Money Bill. Senator Sir George W. Koss has moved an amendment to the Bill that it -liould not pass until its provisions have been submitted to the country for tho people's decision. The defeat of tho measure is now, certain. WHEN WAR COMES. THE DOMINIONS' PART. Ottawa, May 27. During the debate in tho Senate on tho Navy Bill, Senator Lougheed raid that Canada was just as much a part of tho Empire as Great Britain. It was absurd to suggest, as tho Liberals did, that Canada ought to stop and consider, when war came, if Cajiada should participate in it. Canada would be driver to participate, because her shores wer< likely to bo invaded.
