The Naval Bill (which provides for the gift of three ships to tho Navy, at a cost of ,£7,000,000) is before the Senate. It is understood that Senators will return. the measure to the House of Commons, with a recommendation that it first bs submitted to the people, and that tho House of Commons will then reject ths recommendation, returning tho Bill to the Senate. , It is likely that the Liberals will allow the Bill to pass.
