Bands Monastir, Prilep, and Okrida under the Balkan agreement, which also made tho Tsar the arbitrator in disputes. ryia refuses arbitration,, because Bulgaria did not carry out her undertaking in regard to military aid, while Servia exceeded her undertaking. , Servia and Grecco appear to bo united in refusing to sign tho draft peae-e treaty before it is further amended. When tho delimitation of Albania and tho fato of tho iEgean Islands have been decided, peace will bo signed, and the Allies must then arrange as to tho final distribution of the spoils. This causes grave misgivings.
