Washington, May 22. The American Note, replying to the Japanese protest anent the recently-signed Californiau Anti-Alien Bill, assures Japan of American friendliness.
The Note, in effect, states that America ia anxious to show tho world that she would place Japan on equality with the other nations only that the State rights of California are tho stumbling block.
Tho officials of the State Department firo of opinion that the acute stage of tho crisis has passed.
. Dr. Wilson has requested the Democratic representatives not to make speeches in any way calculated to inflame Japanese feeling. SIGNIFICANT, . UNITED STATES CHARTERS STEAMERS. ' , London, May 21. The "Daily Telegraph" states that it is reported that tho United States Government has chartorcd twenty steamers for six months, to bo delivered at a Pacific coast port or in Australia.
