The third meeting this year of tho Victoria Collego Debating Socfety was held on. Saturday. Mr. Caddick presided over a largo Wuulienco. The subject debaied was, "That it is desirable that an Imperial Council bo established to control the.foreign policy of the Umpire." This was moved by Messrs. P. B. Broad and If. W. M'Cotmell, while Messrs. 1\ 11. Itall-.loncs and A. It. Sievwrig-'it opposed. The discussion invoked considerable interest, and the standard of debating was high. Both sides claimed themselves true Imperialists and patriotic duties to the Empiro wett> assiduously reiterated. ■ The movers claimed that tho council was tho outcome of the lately awakened universal desire for Imperial federation, and was essential to savo tile Empire* from disintegration. The council would adviso til o Imperial Parliament, which would adopt: whatever measures tho council agreed on. The opposition made its chief plank that tho wording of the debate meant that: the council must be supremo and accountable to no one.
