PLANS FOR EXPENDITURE,

A VARIETY OF SCHEMES.

A meeting of the Executive Committee of the Citizens' Carnival was held in the Mayer's roam last evening, the Mayor (Mi-. .T. P. Luke) presiding. Thero who also present: Councillors If. Fletcher and Geo. Frost, Mr. W. IT. Morton, city engineer, and Messrs. C. G. Wilson C. 11. Smith.

Tile purpose of the meeting was to t'ornudate tho basis of some scl'f.mo for tl 0 expenditure of the fund raised at tlio -,e----cent Citizens' Carnival. Several proposals emanating from various sources were submitted to the meeting. Theso were:— 1. The completion of the Oriental Bay Esplanade' and tho enlargement of tho To Aro Baths. 2. A recreation ground at Leraud Str:ct. 3. The alteration of the Basin Reserve as per tho citv engineer's proposal (iecent.ly explained). з. Tennis courts at the Pirie Street Reserve. 5. Planting the Town Belt on tho Mount Victoria side. G. Recreation ground at Nairn, Street. 7. Mr. J. C. Young's proposals for tho reclamation of Port Nicholson from Tarauaki Street to Clyde Quay, and iiis Oriental Bay improvement scheme. 8. The formation of <1 recreation ground extending from Tory Street to Tarauaki Street. . 9. The improvement of tho Town Belt in the vicinity of Crawford Street and Wallace Street. In introducing the business of tho meeting, the Mayor remarked that somo of tlio above-stated suggestions would, of course, have to bo dropped. What they had to consider was the formulating of some definite scheme which could bo reported и.noro by tho city engineer, with the object of placing a. proposal beforo the General Committee.

It was suggested by Jfr. Smith .that tho whole list should bo referred to the oily engineer for consideration and report, such report to lie of a general character, for tho guidance of the committee. Ho moved to that effect.

Sir. Morton desired to havo his status in tho matter clearly defined. Was hi;- to report as a member of the committor or as city engineer? Was ho to prescribe something that would not only bo acceptable to the commit tee, but also in. tho interests of the city?

The Mayor hoped that it would be possibly to co-ordinate the interests of tho two with the test results.

Councillor Fletcher thought that the best means of spending tho money would be to. carry out. tho engineer's Basin Reserve proposal. He said this in the interests of the children, who badly needed a central area for recreation. He moved thnl: as an amendment.

The Mayor thought that CounciTlor Fletcher's proposal would tio the engineer's hinds.

Councilkr Frost agreed with Councillor Fletcher, though at the same timo he was of opinion tint (he Basin Reserve scheme couhl be modified.
