RUSSIA AND CHINA.

The "Daily Telegraph's" Peking correspondent states tint a secret agreement has been signed between Russia and China whereby the autonomy of outer Mongolia iias been conceded, and the frontier betweon it and Russia delimited. Russia, it is eaid, ei:cures the solo mining rights. The Russians are raising a Mongol cavalry division of twelvo thousand at Urga, in North Mongolia.
