Radical Nationalist and Unionist members of the House of Commons threaten Jo oppose the-Sir Stuart Samuel Indemnity Bill. Lord Hugh Cecil has given notice to move that whiio agreeable to indemnity in respect of exaggerated penalties, Sir Stuart Samuel should pay a inoderato penalty. It was announced last month that the Government intended to introduce ft Bill of Indemnity to relieve Sir Stuart Samuel of his liability to fines amounting to ,£16,500 for illegally participating in divisions—at the rate of .£SOO per division. This, though strictly legal in accordance yith tlio letter of tho statute, would he, in practice, an "exaggeratio" penalty.
