President Wilson has refused to comment oh Mr. Bryan's failure in regard Id California and the exclusion of Japanese, stating that the whole question is too delicate. i It is understood it is the President's intention soon to attempt to regulate anti-alien legislation, through the establishment of a national policy. The Californian Senate is considering the Webb Bill, permitting all aliens eligible for citizenship to acquire land. Japanese are not permitted to become citizens; but are placed under sharp restrictions, and not allowed to lease land. They will only be allowed a life interest in real estate.
