Colonel Seely, Secretary of State for War, speaking at Ilkeston, Derbyshire, stated that a group of Liberals, Messrs. Barnes and Crooks (Labour H.IYs) and others had recommended that the State, should pay insurance contributions for employers and employees in respect to all efficient Territorials. Colonel Seely said that he believed the shortage problem was solvable on these lines.
