The Conservative papers accuse tho Chancollor of guesswork and Juggling with tho Sinking Fund.
The Radical papers agree that the Chancellor is optimistic, but tho 1309 taxes had achieved a great success.
It. was a renrarkablo record to produce four Budgets in the face of a leaping expenditure without tiny new taxation..
