By Telegraph-Press Association-Copyright

Washington, April 22. Mr. W. J. Bryan, Secretary for State, lias outlined a plan to negotiate for treaties of poace between the United States and other nations, and the ultimate abolition .of war. He.suggests an international non-arbitration court on similar lines to that proposed by Mr. Taft, to deal with all questions, including those of national honour.

This court's, work would only bo ; to discover facts, the nations participating .in, the controversy at the moment in tho meanwhile .pledging themselves not to 'alter, their military status or prepare for war.
