No privato company will bo granted or leased land on the water-front at the terminals, and therefore none will have a monopoly due to laud possession. The Government will maintain great coal depots and oil stores at both entrances to the Canal with elaborate machinery for loading and unloading. The plant is so designed that private coal and oil supplies may be handled' by the G'.ircrnment plant, at so low a cost that it would lie poor economy for private companies to erect plants of their own.
