THE BOROUGH AND THH CITY. In a parting address to tho outgoing councillors at the meeting of (ho Karori Borough Council last evening, (he Mayor, Air. C, Ciitlue, commented adversely upon tho manner in which tho borough had been treated by. tho city in regard to tho borough s tramway enterprise. Certain economies had been effected bv the Borough Council in regard to tlio working expense account, but despito a saving of about ,£IBO in tlio car mileage by tho reduction of tho time-table, tho council had received a set-back, duo to tho action ot tho City Tramway Board in raising tlio car mileage on Cue stop-over section between the Botanical Gardens and tho jSorUuiuM terminus. Nominally, this section cost tlio council .£2OO a year in car mileage, but when tho Tramway Board dccidcd to run the stop-over* cars at Botanical Gardens on to Northland, on' tlio borough s line, and purely as a citv venture, an additional penny for car mileage was added. Ho felt very strongly about this, and hoped that the newcouncil would take a strong stajid in tho matter; Hie car mileage, originally, was lid. It had since bcch raised to Is. ld„ and tho stop-over section had now raised it another penny. Miramnr had decided during the year upon an independent service, and estimated that this could bo undertaken on a basis of Slid. per : car mile. There was food for reflection dn this. Karori s oxpcricnco had taught them that they had nothing to look, for from tho city. Could they expect any betteV treatment if they amalgamated? Ho thought not.
