Speaking in the House of Commons, Colonel Secly, Spcrotary of State for War, said it would ,bo manifestly impossible for tho Territorials, a few days after mobilisation, to overcome an organised invasion of seventy thousand trained troops, but such an invasion would bo impossible whilo Britain held naval supremacy. The Territorials would b» able to deal with seventy thousand raiders.
