EXEMPTION FROM PORT' CHARGES. 'Prior to tho ordinary monthly meeting of tho Wellington Harbour Board a special meeting will be held to adopt: tho ■■ following by-law, which is proposed (o bo substituted in placo of tho existing By-law No. 17:— '"17. Tho owner, agent, or master of every vessel shall pay port charges in respect of such vessel, as follows;— "For every vessel twopence per ton on arrival; but so that tho owner, agent, oi- masftcr of nny such vessel shall not be called upon to pay more than sixpence per ton in any half-year. "Vessels arriving in the port for tho solo purpose of (a) receiving bunker coal, ships' stores, or water for the sole uso of the vessel receiving tho same, or (b) of receiving or landing mails, mid which in cither case do not lie at nny wharf or use tho poi't for any other purposo shall be exempt from port charges. "Any vessel arriving in the port for tho purpose only of receiving bunker coal for tho solo use of such vessel, and mooring to any wharf with the written permission of tho Harbour Master shall ho exempt from port charges if such vessel does not uso the port for any other purpose, but nothing herein contained shall exempt such vessel from payment of other charges for which she may bo liable. Such written permission shall bo granted by the Harbour Master only when, owing to special circumstances, it is exceptionally difficult for such vessel to receive bunker coal when lying at anchor in the inner or outer anchorages, and when such mooring will not interfore with or proiudico the convenient working of other shipping." An addition to By-law 191, which it is also proposed to adopt, provides that: ."Ice delivered to fishing vessels for the preservation of fish intended for local consumption, free of wharfage."
