CIVIC AFFAIRS.

MEETING OF CITY COUNCIL. TREE-PLANTING AT LYALL BAY. At UlO fortnightly meeting of the City Council last night, the Mayor (Mr. D. M'Laren) presided. There were also present: Councillors R. Fletcher, G. Shirtclifle, J. E.' Fitzgerald, J. Fuller, jim., A. H. Hindmarsh, E. Tregear, W. H. P. Barl,cr, L. M'Konzie, J. Godber, A. R. Atkiusun, J. Trevor, G.- Frost, F. Cohen,, and John Smith. The City Engineer was authorised to effect improvements to the roadway at Luxford Street, in order to provide better approach to a crossing at this street. It was decided that Mr. J. G. W. Aitkcn fcs asked to act as the council's representative on tho Assessment Court on tho objections to the revaluation of Wellington city (out-lying districts). The Finance and Property Committee reported that a letter had been received from tho Prime Minister intimating that the Post and Telegraph Department bail decided to pay the council's claim for .£O7 7s. for services rendered by' the fire brigade at tho post office firo in 1908. . On tho recommendation of the Power Station and Tramways Committee, it was resolved that the Teport of the Tramways Board of Management with- reference to the financial operations of tho Tramways Department during the year 1912-13 be adopted by tho council. A copy of the report has already been published. Councillor Barber congratulated the board on the concessions that had been granted to suburban residents. His only regret was that the new arrangement was not to come into force n month earlier. It was decided that the' tender pf Messrs. Whitcombo and Tombs for printing for the Tramways and Lighting Departments be accepted for twelve months, as recommended by tho Tramways Board of Management. This was the lowest of the tenders received. The tender of the Westport Coal Company for the supply of steam coal was also accepted. ' On tho recommendation of the Abattoirs Committee, it was decided that the balance-sheet and profit and loss account of the abattoir for tho year ended Mniva 31, 1913, bo adopted,, and that tho balance of J1214 ss. lid. bo paid over to the district fund in reduction of the abattoirs' liability to that fund. The City Engineer reported as follows regarding the Lyall Bay reserve-.—"l desire to report that.about 14 acres have been levelled at Lyall Bay reserve, tho whole of which has been top-dressed with quarry refuse, and about three acres having been covered with soil. I strongly recommend that authority be given to make the necessary arrangements to plant about one thousand feet along the northern boundary with a return along the western boundary. Owing to trouble with stock over this area, and also with a view to protecting the younj; plants in this very exposed position, I have to recommend that a strip 50ft. wide be fenced in and planted. Mr. M'Pherson's estimate for planting is .£SO. The cost of erecting the necessary fence sft. in heiglvt will be about .£2OO, but after the trees are thoroughly established the material can be used for similar purposes elsewhere throughout the city. I have to ask that authority bo granted so as to make arrangements for the work to be done during the present year. I would point out that a very thick belt of trees is necessary to thoroughly protect the ground and make it a popular sports area." The' report was'adopted, and .the Engineer was empowered" to put the work in hand at onee.
