4 PRESIDENT'S INTERPRETATION OP TREATY. Bs Telegraph—Press Association—Copyright London, April 10. Renter's Washington correspondent states that President Wilson informally intimated to Great Britain that he was able to so interpret the Hay-Pauncefote Treaty as to make it improper to exempt American coastal vessels from Panama Canal tolls. He added that a favourable adjustment would ultimately be forthcoming. Meanwhile ho realised that the tolls question, if precipitated at present, might divide the democratic majority and hinder the progress of the more important tariff question.
