ATTACKS ON NON-STRIKERS.

Fifteen'arrests have'been, made owing to attacks on non-strikers. There is a shortage of dockers at Antwerp, and many ships have been delayed. Lorand, a Liberal, has introduced in parliament a Bill to submit the universal suffrage question to a rcferoudum.
