To Councillors Smith and Slnrtcliffc, neither of whom wero standing again, he raid that they had always noted with filling decorum as councillors, had always behaved as gentlemen ought, and he regretted their retirement. ]3oth councillors took leave of their colleagues, and said that their association with i'uo council had been a most happy one. Councillor Smith has completed 28 years of service as a councillor, and lie said that he had more, than ordinary regrets about his departure.
The City Council decided last night to instruct the chief officers of tho corporation in charge of nil. departments to confer together and formulate a scheme, to be submitted to the Finance Committee, containing recommendations for classify, ing the staffs under their control, aiid fixing of salaries for officers in the various grades.
